is not up for a Doctor Who feature film and there isn't even one in the works, despite some likely evidence, including comments from former Doctor Who TV showrunner Russell T. Davies. 
Sites including EW have reported this and Io9 said a spokeperson for BBC claimed there are no plans for a big screen Time Lord film and all the talk speculation. Fair enough. Though note that BBC did not respond to EW's query regarding it all.
Meanwhile, the thought of Depp as a version of The Doctor is still quite inviting, as he certainly is one of the few big-name actors who could submerge himself in the eccentricities of the character.
